Walk Along Brisbane South Bank
The next day, with some more time before my flight, I returned to South Bank. This time it did not start well, with a grumpy cafe proprietor at the Cafe of the State Library telling me he was not providing free seating for people who did not order anything (when I tried to buy a coffee the queue was too long). So I moved south to the Queensland Conservatorium Griffith University. This has a cafe as well as a good library, where I sat, did some work and listened to students do what students always do: worry about assignments and make plans for parties.
Maruti Suzuki India Green IT Policy
I purchased a car sold in Australia as the Suzuki "Alto", which is made by Maruti Suzuki India. So it was interesting to find a slide presentation from the IT Enabling Green 2008 conference in New Delhi, entitled "Remuneration of Using Green IT", by Rajesh Uppal, Chief General Manager IT, at Maruti Suzuki India. One claim was that in in 1999, Maruti Suzuki India Limited was the first passenger car company in India to be certified for Environment Management Systems (EMS) to ISO 14001:1996.

ICT Education
ICT education is mentioned in the report, but somehow the authors overlooked the Green Technology Strategies course commissioned from me by the Australian Computer Society. This has been running since February 2009 and is now offered as part of the ACS' International Professional Practice Partnership (IP3) global professional accreditation (and by the Australian National University as COMP7310).
Online Consultation for Australian National Broadband Network
One of the areas chosen for the new system is "Gungahlin", a satellite town in the north of Canberra. The Gungahlin Community Council is holding a meeting to discuss the NBN. One of the Senators representing the area, Senator Kate Lundy, is a long time supporter of using the Internet for community consultation and there will be live online participation in the event.

Digital Strategy for Teachers
My experience of untrained people trying to use computers for education suggests that this will result in 90% of the funding ($2b), being wasted on inefficient ICT and ineffective digital pedagogy. A more realistic figure for training the teachers would be $2,500 each, or in total $500m.
Digital Strategy for Teachers and School Leaders
Vision
To empower teachers and school leaders to integrate information and communication technology (ICT) in education to improve school effectiveness and provide students with the skills required for the 21st century.
21st century schools require 21st century programs and educators capable of using
21st century resources and strategies for learning.
Through this Strategy, the Australian Government will commit $40 million over the next two years for the professional development (PD) of teachers and school leaders in the use of ICT. Through this commitment the Strategy will further support the implementation of the Digital Education Revolution (DER) and help meet the Australian Government’s commitment to support national initiatives that contribute to sustainable and meaningful change in teaching and learning.
Objectives
The Strategy aims to:
support the implementation of the DER National Partnership (DER NP) by contributing to sustainable and meaningful change in teaching and learning in Australian schools. This in turn will adequately prepare students for further education, training, jobs of the future, and living and working in a digital world;
support the implementation of the Improving Teacher Quality National Partnership (TQNP) and its key objectives of delivering system-wide, sustainable and meaningful teaching and learning reform;
support the implementation of the Australian Curriculum by ensuring that ICT is embedded within its structure and by promoting the use of digital technologies as an integral part of curriculum delivery so that they are not seen as optional tools; and
support the implementation of the National Professional Standards for Teachers by ensuring that the ICT skills and capabilities of teachers and school leaders align with the knowledge, and skills required.
Targets
The Strategy proposes that by the beginning of 2012, significant opportunities for all schools are created through the Strategy:
Embed the use of ICT as a key component in teaching and learning in pre-service teacher education courses;
Support pre-service teachers to achieve competence in the effective and creative/innovative inclusion of technologies in teaching and learning and they are familiar with and can utilise emerging technologies;
Develop digital pedagogy skills in teachers through the completion of a self assessment tool that directs them to a pathway for further ICT learning and development;
Engage teachers with professional development to enhance and strengthen their ability to integrate the use of ICT into the classroom and support the rollout of the Australian Curriculum; and
Build leadership capacity in school leaders to model and implement digital pedagogy and ICT literacy in schools, to support transformational practice.
Overview of Digital Strategy
The Australian Government plans to invest in a national approach to increase the level of ICT proficiency for all teachers and school leaders across Australia. 21st century teachers and school leaders will need to have an increased understanding and proficiency in the use of ICT in the teaching and learning process.
The Digital Strategy is a national approach to implement systemic change to increase the level of ICT proficiency for teachers and school leaders across Australia. To achieve this, teachers and school leaders require access to rich online learning resources, world class technology curriculum and ICT professional development.
The impact of the Strategy will be maximised when ICT is an integral part of quality teaching. Strong engagement and leadership from school principals is essential for this to occur as they are the drivers of educational change within school communities.
The Strategy has two elements: Improving the ICT proficiency of teachers and school leaders and the establishment of an ICT Innovation Fund (ICTIF).
1 Improving the ICT proficiency of teachers and school leaders
The Australian Government will engage with a wide range of stakeholders including state and territory education authorities, the non government sector, higher education providers and professional associations to determine how ICT proficiency can best be instilled in all schools as a matter of urgency.
Outcomes
Develop digital pedagogy skills in teachers through the guidance of a self assessment tool;
Encourage teachers to engage with professional development to enhance and strengthen their ability to integrate the use of ICT into the classroom and support the rollout of the National Curriculum; and
Build leadership capacity in school leaders to model and implement digital pedagogy and ICT literacy in schools, to support transformational practice.
The project will focus on providing access to national self assessment tools (SAT) for teachers and school leaders. The proposed program would be rolled out in several phases, however the latter phases of the project will be driven by the results and recommendations drawn from initial scoping and research.
As such, the first phase of the project is a thorough scoping study, to be managed by a consultant. The purpose of the study will be to compare the self assessment tools currently in use in the different jurisdictions, including commonalities, and best practice. Based on the outcomes of the scoping study, the consultant will conduct further research to determine the best steps towards achieving ICT proficiency on a national level.
2 ICT Innovation fund
The ICT Innovation fund (ICTIF) is a key element of the Strategy. It offers organisations, including universities, higher education providers and businesses with an opportunity to bid for funding to undertake activities that will promote the three key result areas outlined below.
The ICTIF will also be available for projects that contribute towards achieving the outcomes below. For example, the ICTIF could be used to support development of teacher education courses in the use of ICT, provision of ICT based professional learning workshops, development of online professional learning resources, development of self evaluation tools for teachers and school leaders, and research projects into effective use of ICT in the classroom.
Three key result areas, based on the TDAAG work plan, have been identified to provide longer term educational and pedagogical change. These are outlined below:
Pre-service teacher capability – teachers achieve competence in the effective and creative/ innovative inclusion of technologies in teaching and learning;
Teacher capability – teachers develop the pedagogical understanding, confidence and tools to design and deliver programs that effectively enhance student learning outcomes and harness the benefits and resources of the digital revolution;
Leadership capability – leaders lead and inspire staff and students to share a strong vision for the integration of ICT in the school community. This is achieved through a coordinated plan for the provision of infrastructure, learning resources and development of teacher capability to address the educational challenges of the 21st century.
Context
Digital Education Revolution National Partnership
The Australian Government has committed a total of $2.2 billion to the implementation of the DER. Through the National Secondary School Computer Fund, the Australian Government is providing funding for the necessary infrastructure to ensure all secondary schools in Australia have the opportunity to reach a computer to student ratio of 1:1 by the end of 2011.
To have a world class education system, students, teachers and school leaders need to be able to access, discover, manage, create and use online resources and training. The second stage of the DER is to support teachers and school leaders to embrace technology and encourage them to creatively and effectively integrate the use of ICT into the classroom. Teachers need the skills to teach ICT competency and support students in ICT-rich learning environments.
The Digital Education Revolution National Partnership aims to deliver system-wide reforms in education to ensure that students are equipped for learning in a digital environment and enable teachers to better access the benefits of technology for their students.
The NP commits all jurisdictions to the implementation of the DER Strategic Plan which was endorsed by the COAG Productivity Agenda Working Group in September 2008. The Strategic Plan identified four strands of change for joint national action:
Leadership – that ensures schools have a coordinated plan for the provision of infrastructure, learning resources and teacher capability to address the educational challenges of the 21st century;
Infrastructure – access to digital teaching and learning resources and tools for processing information, building knowledge and for communication and collaboration;
Learning Resources – that stimulate, challenge and assist students in achieving desired learning outcomes. These include collaborative and interactive activities as well as instructional and reference materials; and
Teacher Capability – that teachers have the skills and tools to design and deliver programs that meet students’ needs and harness the benefits and resources of the digital education revolution.
This Strategy is aimed at the strands of Leadership and Teacher Capability noting that while enhanced teacher capability is paramount to the improvement of teaching and learning in the classroom, commitment to change and meeting the new challenges of preparing young people for the 21st century needs to be driven and supported by school leaders.
The DER Strategic Plan states that coherent and coordinated action is required, not only with regard to ICT, but also in respect of approaches to learning and teaching, staff development, administrative processes, resource management and relationships to the boarder community.
Australian Information and Communications Technology in Education Committee
Australian Information and Communications Technology in Education Committee (AICTEC) provides strategic policy advice on the implementation of the DER and in this context, facilitates national consultation, collaboration and coordination.
In order to provide a coordinated national approach for professional learning and the inclusion of ICT in teaching, AICTEC established the Teaching for the Digital Age Advisory Group (TDAAG). This Advisory Group is cross-sectoral in representation. It has developed the Teaching for the Digital Age Work Plan which aims to identify nationally the areas of work to be undertaken by education authorities and the Australian Government as well as the resources required to support the implementation of the DER Strategic Plan. In particular, the plan identifies the professional learning requirements of teachers and education leaders to implement the DER.
Australian Curriculum
Information and communication technology (ICT) is one of eight broad learning areas identified in the Melbourne Declaration on Educational Goals for Young Australians and is one of the general capabilities to be addressed by the Australian Curriculum. This recognises that ICT skills and understanding are now required across all learning areas.
Teachers’ ability to impart the ICT skills required by students under the Australian Curriculum, or to harness the potential of online tools to engage students and conduct assessments, is dependent not only on embedding ICT within the structure of the Australian Curriculum (so digital technologies are not seen as optional tools) but also on ensuring all teachers have the skills and confidence to use those tools effectively.
While many teachers make use of online curriculum resources, there are a number who resist the use of digital technologies or view them as ‘add-ons’ rather than as an integral part of curriculum delivery. There are thousands of online resources currently available to teachers, however teachers need the ability and confidence to navigate these materials and select the most effective resources.
Introduction of the Australian Curriculum in an online environment presents an opportunity to develop the ICT skill base of the teacher workforce and better integrate ICT into teaching and learning in schools. The power and accessibility of digital technologies has the potential to improve student engagement in learning ICT can support teachers to assess students against the year-by-year achievement standards being developed for the Australian Curriculum. Online assessment and/or diagnostic tools have the potential to assist teachers to diagnose learning difficulties, design remedial activities for individual students, make adjustments to their instruction and/or generate feedback to enable students to adjust their learning.

Richard Stallman Emacs Lisp Programming Workshop
This is in addition to the Public Lecture Richard is giving in Canberra on 6 October 2010. He is also speaking in HOBART 30 September and 1 October, WOLLONGONG 12 October, PERTH 19 October, ADELAIDE 21 October. At the the World Computer Congress 2010 in Brisbane last week I noticed a long line of people waiting to get into Richard's talk, so don't forget to book for these events.
"This workshop will teach you how to extend GNU Emacs by writing Emacs Lisp programs. It is an opportunity to learn Lisp through using it, as well as an opportunity to learn to extend Emacs."

Richard Stallman launched the development of the GNU operating system (see www.gnu.org) in 1984. GNU is free software: everyone has the freedom to copy it and redistribute it, as well as to make changes either large or small. The GNU/Linux system, basically the GNU operating system with Linux added, is used on tens of millions of computers today. Stallman has received the ACM Grace Hopper Award, a MacArthur Foundation fellowship, the Electronic Frontier Foundation's Pioneer award, and the the Takeda Award for Social/Economic Betterment, as well as several honorary doctorates.

World Computer Congress by Ferry
There are ferries down the river from University Of Qld to South Bank about every 20 minutes during the day. The CityCat catamaran ferries are fast and comfortable. The same go card electronic tickets work on the ferries as on buses, but there is also a person to buy paper tickets from on board and to give tourist information.
Most commuters sit inside in the air-conditioning. But a bonus for tourists in fine weather is the open deck at the bow of the vessel, with panoramic views of the city.
There is also WiFi on board for University of Queensland staff and students. The university is part of the EduRoam network, but I was unable to get my ANU EduRoam account to work.

Digital Education Revolution Skills
More work is needed on tools and skills for teachers to use the fibre. I can say this sort of thing now I am an award winning online educator. ;-)
While the federal government has done good work on educating teachers with projects such as Edna and the Australian Flexible Learning Framework, the investment is relatively small compared to that being spent on computer hardware and networking.
Recently I have been taking part in an online discussion in the LinkedIn Group: Higher Education Teaching and Learning, of how to present materials to students. What was worrying was that many teachers were replicating poor paper based education in the digital domain. Faced with the problem of students not reading long wordy documents on paper, they put them online, producing long wordy PDF documents. When the students did not read those, the teachers gave the students to hour long lectures on what was in the documents which the students (sensibly) had not read.
This week during the World Computer Congress in Brisbane I talked to a university professor who was having problems with email. They were keeping copies of all messages from students and book collaborators in the university mail system. As a result their mail box was clogged with copies of draft papers and books.
Universities provide tools for efficiently handling documents in learning management systems and e-portfolios. However, the system administrators may be too quick to remove all data from the system at the end of a course. This then requires the teachers and students to manually store duplicate copies of materials elsewhere. Multiplied thousands of times across schools, TAFEs and universities, this is a waste of teacher and student effort. Also the students will be learning poor e-literacy skills which they will then take with them into the workforce. I will be discussing some of this at the Canberra MoodlePosium, 7-8 October 2010.
The ANU asked me to prepare a 6 week e-learning course on electronic document management to be offered from early next year. This would incorporate material on electronic document management and web design courses I previously presented in ANU face to face courses.
One problem I had with this was making it interesting. When this material is part of a larger course the student has to do it, to complete the course. A standalone EDM course might appeal to a few records managers and librarians, but then they are more likely to want to do specialist courses designed just for them. What I might do is call the course "Working in the Cloud" and present it for all information professionals (including educators) needing to support efficient online work practices. That would explore efficiency both from the point of view of getting the work done and efficient technical use of the online resources.

I was a little disappointed that the Minister did not spend some time talking about the UN report. National Knowledge Network for India
Professor Raghavan suggests the way spread the benefits of economic growth in India is through education. He argues that pedagogy is not a technology problem and must be handled in an integrated manner, where technology can help. While much is said about "cloud computing" and other online services, Professor Raghavan pointed out that from a commercial finance point of view it is still vice telephony which provides much of the revenue. Therefore it will not necessarily be commercial forces alone which will deliver the online services to provide education and other economic enablers. One example given was the use of broadband networks was e-health for rural India.
I saw this when I visited in 2005, Living in an Indian Village in Goa for Three Weeks. The scale of the task of providing education is daunting. Professor Uma Kanjilal, Director of the School of Social Sciences, Indira Gandhi Open University (IGNOU) . Visited us at the ANU in Canberra last year and detailed how the educated millions of people.
My Indian ANU students are educating me on some of these issues as I teach them Green ICT and I will be discussing how the Internet can be used to help with education in India, in my talk at the congress at 12 noon on "Teaching Sustainable ICT Competencies with Tablet Computers".
The text of Professor Raghavan's address day has not yet been published. But he recently gave the Convocation Address to the M. S. Ramaiah School of Advanced Studies on a similar theme:

... NKN is a game changer for India. National Knowledge Network (NKN) is multi gigabits per second network that covers India. It is a high bandwidth and low latency network, with a powerful CORE (at 40 Gbps), Distribution (at multiple 2.5/10 Gbps), and edges that connect institutions at 1 Gbps. All institutes of higher education and research (such as IITs, IIMs, NITs, Universities, and so on) and all national laboratories (CSIR, ICMR, ICAR, DBT, DST, DAE, DoS, DRDO, MoES Etc.) are part of NKN.
A typical institution conducts about 150 classes every hour from 8 AM to 2 PM everyday. India has 15 IITs, 35 NITs, 6480 universities and about 500 national laboratories. Each IIT generates 150 classes that can be shared by all universities and affiliated colleges, thereby benefitting an extremely large number of students. Paucity of teachers will be a thing of the past.
NKN is a great integrator. Let me explain how. The educational institutions and national laboratories together have close to 15,000 PhDs in various subjects. Their collective wisdom is now available and it is reachable.
Every Indian, irrespective of the geographical location, can benefit by accessing this vast intellectual resource. We expect that new pedagogy, new relationships, and new research ideas will emerge, as a result of this seamless connectivity between institutions and individuals. This is what I meant by threshold of change. Very expensive laboratory equipment will be shared. It is difficult for me to explain the change 3 it is to be felt by every one of you, as we go along.

Awards at World Computer Congress 2010
Awarded were the 2010 Pearcey Queensland Award to Peter Ward. The IFIP Isaac L. Auerbach Award went to Dipak Khakhar, initiator of the IFIP World Information Technology Forum. The 2010 Pearcey Medal was awarded to John Grant, Chairman of the Australian Information Industry Association.

Dr Raymond Choo: Pearcey Award for Young Achievers in IT.Dr Choo is one of the leading thinkers in the burgeoning area of cyber security. He has developed a significant and substantial profile in both the academic community and in the ICT industry with his thinking on cryptographic key management protocols and more recently in Cyber-crime and money laundering.
Joel Nation: Pearcey Award highly commended citationJoel has already established himself in the ICT industry as one of the bright young ICT stars. Joel’s energy, drive, and leadership have had substantial effect in his professional role and in his voluntary roles in the profession and the community more broadly. The Leonie Warne Promotion of Women in ICT Commemorative Medal: Lisa Robey
Lisa supported the profile and involvement of women in the ICT sector in her capacity as President of the organisation Women in Information and Communication (WIC) from June 2007 — June 2010 and helped establish WIC as the premier networking organisation for women in ICT working in Canberra. WIC is a Canberra based non-profit organisation and was launched by the then Chief Minister of the ACT, Kate Carnell, on 17 May 2000.
The Leonie Warne Medal recognizes the outstanding contribution of an individual to the promotion of women in the ICT industry in Canberra.
The medal is given in honour of the late Dr Leonie Warne who passed away on the 14 June 2010. A founding member of the ACS (Australian Computer Society) Canberra Board, Dr Warne was highly committed to promoting the role of women in IT.
Innovation Award: PSARN International (Engine and Titan Framework)
The Engine and Titan Framework, developed by PSARN International, is a leading-edge toolset for accessing and revitalising legacy database-backed applications. The Titan Framework was highly-commended last year and with the addition of the newly developed Engine database wrapper, the whole package offers a flexible, resilient and efficient means of developing new applications based on legacy data trapped within out-dated systems. The powerful flexibility of the Engine particularly impressed the judges.
Education Award: Tom Worthington for Green Information Technology Strategies Course
The Green IT Strategies course is the world’s first globally-certified green ICT course. The course was developed and is delivered by Tom Worthington, a long-standing and distinguished ACS member. Not only does the course introduce green ICT concepts and strategies to the students, it requires them to develop those strategies for their own workplace and many have gone on to implement them. The course is offered in Australia, Canada and shortly in Africa and South East Asia.
Student Project Award: Highly-commended: Dickson College: Hannah-Leslie O’Neil, Josh Worth, Dyan Putri
The team demonstrated how a highly-effective team can produce outstanding results in a very short time-frame. The team introduced some innovative techniques for creating avatars for the game they developed and produced an extremely high-quality result in a very short time. The team also shared their techniques and enthusiasm with their peers, reflecting the kind of professionalism that the ACS would wish of all high-performing teams
Community Award: Admin Bandit
The Admin Bandit website offers a simple, easy-to-use but robust and specifically-tailored application for managing the finances of a not-for-profit organisation. This website simplifies and standardises the work involved for volunteer treasurers to ensure that the not-for-profit organisation they are overseeing manages its finances properly and complies with relevant laws and regulation. The site supports proper governance in an environment where expertise is not always available for organisations that need the help most.
Best Practice Improvement Award: TMS Support Team, Directorate of Business Systems Support, Defence Material Organisation
The TMS support team have developed and implemented a repeatable process for introducing a mid-level financial management system into the complicated and inconsistent Defence Materiel Organisation. The DMO by its nature has a diverse work environment and similarly diverse IT systems. The TMS Support Team has taken up the challenge of implementing a consistent financial management system within this environment, greatly enhancing the efficiency and accuracy of DMO financial management.

Caroline Le Couteur MLA, sent me copy of her question on green ICT to the Legislative Assembly for the ACT:

NOTICE OF MOTION
Caroline Le Couteur: I give notice that I shall move – That:
This assembly notes that Information and Communications Technology (ICT) is:
a major enabler of Government function;
a major employer in the ACT;
a significant user of power; and
a significant generator of waste.
and also notes that the ACT Government:
Does not know the whole of government ICT energy use for the ACT;
Has not yet developed an ICT sustainability plan;
Does not make supporting information available on the web as soon as the relevant consultation is notified in the newspaper, retaining it in a publicly available form, or making it available in the most useful format; and
Has not committed to making information available in a timely and effective manner using it current ICT infrastructure.
Calls on the ACT Government to:
Commit to measuring its ICT environmental impact;
Expedite the ICT sustainability plan, including consideration of life cycle impacts of ICT;
Commit to considering all the actions in the Australian Government’s ICT ‘Quick Wins’ paper;
Commit to making data available on relevant Government websites as soon as it is advertised in the media and to ensuring that information is in all appropriate formats and retained while useful to the community; and
Develop a policy to encourage appropriate telecommuting and teleconferencing; and
Report back to the Assembly on these issues by 30 March 2011.

Amazon.com Increases Royalties on e-Books
Amazon sent me a message to say that they have an option for increasing royalties from 35% to 70% on e-books sold for less than US$10, as of 30 June. The Kindle edition of my "Green Technology Strategies" book is US$9., so I have selected this option. I assume that Amazon have introduced this because they are under pressure from other e-book sellers.
CSIRO Software to Solve Canberra Taxi Shortage
CSIRO employees are over all Australia. The employees often have business trips by domestic flight in Australia. Multiple taxis are used by CSIRO employees from an airport to the same CSIRO sites or events. Sharing same cab or rental vehicle with other employees travelling to the same final destination becomes an issue. To solve this issue, CSIRO develops a system called Taxishare system as a CSIRO internal service.
In order to improve user experience on Taxishare system, Taxishare client application is designed to provide a rich and friendly graphical user interface and a touch-screen control for end users on Google Android mobile platform. Within a tight development schedule, software engineering and project management techniques involve in application development life-cycle to solve issues and mitigate risks. Multiple design choices apply in different development iterations. A solution is selected by comparing different user interface designs and different architecture choices to achieve final
Taxishare client application project objective.
Limitations of Taxishare system and Taxishare client application are discovered by development team during the Taxishare client application development. Suggestions of improvement and enhancement on further development of Taxishare system are presented in the report.

Wireless Internet Popular in Australia
- At the end of June 2010, there were 9.6 million active internet subscribers in Australia.
- The phasing out of dial-up internet connections continued with nearly 92% of internet connections now being non dial-up. Australians also continued to access increasingly faster download speeds, with 71% of access connections offering a download speed of 1.5Mbps or greater.
- Digital subscriber line (DSL) continued to be the major technology for connections, accounting for 44% of the total internet connections. However, this percentage share has decreased since December 2009 when DSL represented 47% of the total connections.
- Mobile wireless (excluding mobile handset connections) was the fastest growing technology in internet access, increasing to 3.5 million in June 2010. This represents a 21.7% increase from December 2009. ...

Current and future workforce shortages: Placing Australia in the global context: Australian organizations and Australian arms of international organizations.
The profile of the future professional: Emphasis on business communication “professional skills”, rather than technical computer programming skills. Companies want articulate and confident staff. Marketing skills required by graduates. Professional Skills V Technical Skills V Industry Specific Skills
A student-driven demand system as opposed to employer demand: Incorrect media portraits of “geeks” programming in the basement. Industry needs to make Enterprise Architects desirable, as has been done with accounting. Also role models for women in IT are needed. Employers are looking beyond Australia and are using professionals from around the Asian region for more technical roles. However, the customer relations tasks may still be carried out by Australian staff. Student's expectation that they have finished their education when they get a degree needs to be changed.
Articulation between TAFEs, private providers and universities: Do these skills need to be internationally accredited? Need for dual degrees or vocational qualifications to complement university degrees. Are IT courses for other disciplines being neglected? Schools system needs to be considered as well as TAFEs.
Workplace experience of graduates: “Skills” versus “education”. Many university students have real life skills from previous employment. However, industry places are needed to provide workplace experience for students fresh from secondary school. Most IT professionals work in IT specialist workplaces, but there is still scope for work placement in other industries.
