World Computer Congress 2010 Proceedings
Gunyah of Historical Artefacts
One of the more curious exhibits at the World Computer Congress was the "Gunyah of Historical Artefacts". This was a display of historic computing equipment, including the world's first laptop computer, with early computer pioneers on hand to explain its use. This completed the History of Computing conference run by IFIP Working Group WG9.7. I sat down and felt like part of the display. ;-)Unfortunately none of this material was provided online and so few will ever see it. One lesson these computer pioneers appear not have learnt from history is that this is a technology for communication, not only over space, but over time.

Ferry to Conference Shoes
The Ascent brand of shoes are sold by the Athletes Foot stores. These combine running shoe technology for comfort in more formal looking shoes for school children and adults.
Attending a large conference can be a painful experience. It can involve standing up most of the day chatting with delegates and walking between the exhibition hall and the conference area. Even if you can dress down during the day there is then the conference dinner to attend. The Ascent has the sole of a comfort walking shoe, with enough support for someone with flat feet and a plain black upper which is good enough to wear with a suit. This saves having to take two pairs of shoes to a conference. A bonus is that the reinforcing in the sole is made of plastic, rather than steel, making them able to go though airport metal detector.
My search for travel shoes has been a long one. On a trip to Greece my shoes fell apart and I ended up with a pair of Scholl Professionals from the local apothecary (chemist). These are black leather walking shoes have worked very well, but are not formal enough for wearing to dinner with a suit. The Ascent Geelong I purchased are similar to the Schools, looking a bit like a soccer boot, with long lace up section and top stitched from several pieces of leather. These are very comfortable and provide good support for flat feet, but are not "dressy" enough for formal occasions. The Ascent Apex has the same sole as the Geelong, but with a plainer upper. I worried it may not be as comfortable, not being as moulded to the foot and with less lacing, but they worked well for a week at WCC2010.

Walk Along Brisbane South Bank
The next day, with some more time before my flight, I returned to South Bank. This time it did not start well, with a grumpy cafe proprietor at the Cafe of the State Library telling me he was not providing free seating for people who did not order anything (when I tried to buy a coffee the queue was too long). So I moved south to the Queensland Conservatorium Griffith University. This has a cafe as well as a good library, where I sat, did some work and listened to students do what students always do: worry about assignments and make plans for parties.

Richard Stallman Emacs Lisp Programming Workshop
This is in addition to the Public Lecture Richard is giving in Canberra on 6 October 2010. He is also speaking in HOBART 30 September and 1 October, WOLLONGONG 12 October, PERTH 19 October, ADELAIDE 21 October. At the the World Computer Congress 2010 in Brisbane last week I noticed a long line of people waiting to get into Richard's talk, so don't forget to book for these events.
"This workshop will teach you how to extend GNU Emacs by writing Emacs Lisp programs. It is an opportunity to learn Lisp through using it, as well as an opportunity to learn to extend Emacs."
Prerequisites: "No knowledge of Lisp is required. However, delegates should be conversant with Emacs."

Richard Stallman launched the development of the GNU operating system (see www.gnu.org) in 1984. GNU is free software: everyone has the freedom to copy it and redistribute it, as well as to make changes either large or small. The GNU/Linux system, basically the GNU operating system with Linux added, is used on tens of millions of computers today. Stallman has received the ACM Grace Hopper Award, a MacArthur Foundation fellowship, the Electronic Frontier Foundation's Pioneer award, and the the Takeda Award for Social/Economic Betterment, as well as several honorary doctorates.

World Computer Congress by Ferry
There are ferries down the river from University Of Qld to South Bank about every 20 minutes during the day. The CityCat catamaran ferries are fast and comfortable. The same go card electronic tickets work on the ferries as on buses, but there is also a person to buy paper tickets from on board and to give tourist information.
Most commuters sit inside in the air-conditioning. But a bonus for tourists in fine weather is the open deck at the bow of the vessel, with panoramic views of the city.
There is also WiFi on board for University of Queensland staff and students. The university is part of the EduRoam network, but I was unable to get my ANU EduRoam account to work.

Senator Conroy on Broadband for the World
I was a little disappointed that the Minister did not spend some time talking about the UN report. There is the full report "2010 Leadership Imperative: The Future Built on Broadband" (1.6 Mbytes, 36 pages, PDF), Broadband Commission for Digital Development’s Declaration and Report, UN 19 September 2010 and an Executive Summary (791 kbytes, 32 pages, PDF). This work deserves more detailed examination.Hopefully the UN will release a more accessible web version.

National Knowledge Network for India
Professor Raghavan suggests the way spread the benefits of economic growth in India is through education. He argues that pedagogy is not a technology problem and must be handled in an integrated manner, where technology can help. While much is said about "cloud computing" and other online services, Professor Raghavan pointed out that from a commercial finance point of view it is still vice telephony which provides much of the revenue. Therefore it will not necessarily be commercial forces alone which will deliver the online services to provide education and other economic enablers. One example given was the use of broadband networks was e-health for rural India.
I saw this when I visited in 2005, Living in an Indian Village in Goa for Three Weeks. The scale of the task of providing education is daunting. Professor Uma Kanjilal, Director of the School of Social Sciences, Indira Gandhi Open University (IGNOU) . Visited us at the ANU in Canberra last year and detailed how the educated millions of people.
My Indian ANU students are educating me on some of these issues as I teach them Green ICT and I will be discussing how the Internet can be used to help with education in India, in my talk at the congress at 12 noon on "Teaching Sustainable ICT Competencies with Tablet Computers".
The text of Professor Raghavan's address day has not yet been published. But he recently gave the Convocation Address to the M. S. Ramaiah School of Advanced Studies on a similar theme:
... In the next several minutes, I would like to concentrate on describing to you India / our country / that is on the threshold of major change. You should be happy that you are graduating at a time when phenomenal and unprecedented changes are taking place. India today presents only opportunities and challenges / and not problems and difficulties. India is creating a great ambience for its children. ...
Office of the Principal Scientific Advisor to Government of India is unique in many ways. Our office looks at issues that concern the country holistically. ... the Scientific Advisory Committee to Cabinet, which I have the opportunity to be closely associated with and manage as an integral part of my work, gives the holistic appeal to the process. Initiatives such as Core Advisory Group on Automotive Research (CAR), Rural Technology Action Group (RuTAG), Core Advisory Group on Machine Tools Research, Core advisory Group on Nanotechnology Initiatives, Core Advisory Group on Synchrotron Facilities Establishment, and Core Advisory Group on Solar Energy are a few examples of unique initiatives from our office.
... NKN is a game changer for India. National Knowledge Network (NKN) is multi gigabits per second network that covers India. It is a high bandwidth and low latency network, with a powerful CORE (at 40 Gbps), Distribution (at multiple 2.5/10 Gbps), and edges that connect institutions at 1 Gbps. All institutes of higher education and research (such as IITs, IIMs, NITs, Universities, and so on) and all national laboratories (CSIR, ICMR, ICAR, DBT, DST, DAE, DoS, DRDO, MoES Etc.) are part of NKN.
A typical institution conducts about 150 classes every hour from 8 AM to 2 PM everyday. India has 15 IITs, 35 NITs, 6480 universities and about 500 national laboratories. Each IIT generates 150 classes that can be shared by all universities and affiliated colleges, thereby benefitting an extremely large number of students. Paucity of teachers will be a thing of the past.
NKN is a great integrator. Let me explain how. The educational institutions and national laboratories together have close to 15,000 PhDs in various subjects. Their collective wisdom is now available and it is reachable.
Every Indian, irrespective of the geographical location, can benefit by accessing this vast intellectual resource. We expect that new pedagogy, new relationships, and new research ideas will emerge, as a result of this seamless connectivity between institutions and individuals. This is what I meant by threshold of change. Very expensive laboratory equipment will be shared. It is difficult for me to explain the change 3 it is to be felt by every one of you, as we go along.
... Remember, India has several languages, dialects, and cultures. Generation and sharing of learning material has to be automated. ... NKN can take your lessons national to all students all over the country. ... NKN will take your methods of healing to heal billions of lives in India and worldwide. You like to do technology, NKN will put you in touch with the right kind of people and get you access at the global stage to market your technology ...
An educated nation is a creative nation. Produces Intellectual Property for the country. NKN acts as an enabler in this process. ... NKN in simple terms. ...

Awards at World Computer Congress 2010
Awarded were the 2010 Pearcey Queensland Award to Peter Ward. The IFIP Isaac L. Auerbach Award went to Dipak Khakhar, initiator of the IFIP World Information Technology Forum. The 2010 Pearcey Medal was awarded to John Grant, Chairman of the Australian Information Industry Association.

The profile of the future professional: Emphasis on business communication “professional skills”, rather than technical computer programming skills. Companies want articulate and confident staff. Marketing skills required by graduates. Professional Skills V Technical Skills V Industry Specific Skills
A student-driven demand system as opposed to employer demand: Incorrect media portraits of “geeks” programming in the basement. Industry needs to make Enterprise Architects desirable, as has been done with accounting. Also role models for women in IT are needed. Employers are looking beyond Australia and are using professionals from around the Asian region for more technical roles. However, the customer relations tasks may still be carried out by Australian staff. Student's expectation that they have finished their education when they get a degree needs to be changed.
Articulation between TAFEs, private providers and universities: Do these skills need to be internationally accredited? Need for dual degrees or vocational qualifications to complement university degrees. Are IT courses for other disciplines being neglected? Schools system needs to be considered as well as TAFEs.
Workplace experience of graduates: “Skills” versus “education”. Many university students have real life skills from previous employment. However, industry places are needed to provide workplace experience for students fresh from secondary school. Most IT professionals work in IT specialist workplaces, but there is still scope for work placement in other industries.
