ICT strategic workforce plan

A "Whole-of-government ICT strategic workforce plan 2010-2013" has been released by the Australian Public Service Commission (April 2010). While the document is described as a "plan", I could not find in the 50 pages a clear statement of what the plan was. This document describes in great detail the process for preparing a plan and why a would be useful, but does not seem to say what to do.
