Growing the Green ICT Sector in Europe

Mr. Leo Brincat, Maltese Minister for Sustainable Development, the Environment and Climate Change, has called for Green ICT to Boost Green Growth and Create Green Jobs in Europe, at an EU Environment Council Meeting (Government of Malta Press Release 7 March 2015). I am not sure what the Minister had in mind, but I have been teaching ICT Sustainability at the Australian National University (ANU) and designing a new course in "Innovation: Commercialisation and Intrepreneurship in Technology" to help students start-up their own business. I plan to be in Europe in late June for the 10th International Conference on Computer Science & Education (ICCSE 2015). ANU has a Centre for European Studies funded jointly with the European Commission. I would be happy to discuss green ICT for growth with government and industry while in Europe.

Warm Ice Air-conditioning

Xiaolin Wang will speak on "Warm ice: Gas hydrate energy storage for air-conditioning applications" at the Australian National University in Canberra, 12 noon, 20 October 2014:
The burgeoning popularity of affordable air-conditioning is responsible for peaks in electricity grid loading across the world. This in turn leads either to electricity supply black-outs or a requirement for expensive electricity grid augmentation. By deploying energy storage capacity, the severity of these peak loads may be reduced. For air conditioning applications, we propose the storage of cooling effect as a more cost-effective energy storage mechanism than storage of electricity. The purpose of our research is to demonstrate how practical, low cost and safe energy stores of high energy density may be achieved using gas hydrate formations consisting of water and carbon dioxide. The seminar will cover research to date, the equipment in use and some early results. We will also outline some of the challenges faced and future research plans.

The golden age of non-government organisations is over

Is the golden age of non-government organisations over?
Greetings from the Australian National University in Canberra, where Andrew Hewett is speaking on "Is the golden age of non-government organisations over?". Mr. Hewett explained he was talking about international, non-profit organisations working on helping developing nations. He described the traditional NGO as ganger aid donations from rich nations to help poor nations. He argues that the role of aid to help developing nations had been over emphasised. There had been reductions in poverty in many countries, but income had become less equitably distributed. 

Mr. Hewett also expressed concern about the number of NGOs and the questionable motives of some of them, such as those connected with some on fringe religions.He also asked about the NGO's response to climate change.

Mr. Hewett  described new "disintermediated" aid models, where money goes more directly, such as "GiveDirectly". 

To me it seemed that Mr. Hewett's definition of an NGO is far too limited. There are many non-government, not-for profit organisations which aim to help all of the world's population and by doing so still make a significant contribution to developing nations. Also the assumption that developed nations really do make net donations to poor nations needs to be questioned: an analysis of where the aid money goes and what other transfers and hidden costs there are may well show a net flow of money from poor to rich nations.

Mr. Hewett pointed out that the aid agency in Australia had been subsumed into the foreign affairs department, and this was a worldwide trend. To me this seemed to be just a recondition of the reality that the nations provide aid primarily to further their own interests, not that of the nation donated to. It would seem preferable for a nation to provide aid in further their national interests than use military force.

Mr. Hewett  suggested eliminating the patronising language used by NGOs. He suggested tacking gender inequality. Also he proposed NGOs ceased the delivery of services role in middle income countries.

As an example Mr. Hewett highlighted Oxfam's partner "JOSH" in Delhi, which improved access to education for girls, without providing the basic services. Instead the organisation mobilises the community for their human rights, including education. However, I ask if countries would see this as an aid activity, rather than interference in the local political process.

Mr. Hewett suggested investing building practical empathy, such as by linking students in the developed world with those in the developing world on-line.

Mr. Hewett  suggested Australian NGOs need to enter the debate on appropriate carbon emission reductions as this directly effects the developing world.

In my own work I help with NGOs which help with IT and so is applicable to the developed and developing world. An example of this is the "Sahana Foundation" which provides free disaster relief software.

International Sustainable Development Conference in Indonesia

ICoSI 2014 is being held in Muhammadiyah University of Yogyakarta, Indonesia, 3 to 4 June 2014. A call for papers, closing 15 February 2014, has been issued for  two symposia topics: innovation technology for natural resource exploitation toward sustainable environment; and sustainable development of technologies, the built environment, green cities and green economy. The organisers have included a optional tour of Borobudur Buddhist Temple after the conference.

Rights and Sustainability in Timor-Leste’s Development

Greetings from the Australian National University where Charles Scheiner, Timor-Leste Institute for Development Monitoring and Analysis, is speaking on "Rights and Sustainability in Timor-Leste’s Development". He questioned the Timor-Leste's government's policy of economic development based on petroleum extraction and processing. He presented a detailed analysis of the problems. However, these problems could equally apply to many small developing nations and some to Australia.

What was lacking from the analysis was proposals for fixing the problem. At question time Scheiner related an anecdote that junior public servants in the Timor-Leste government who related in private they agreed with the analysis but faced political pressure preventing putting this in official proposals.

Perhaps there is need for more emphasis in higher education courses on how to have policy proposals adopted.In the course "ICT Sustainability" (COMP7310) I have the students spend the first half working out what the problem is and the second what to do about it. Students discover that it is relatively easy to come up with a technical proposal, but much harder to put it in a way their boss will find compelling. This is something which we can teach over the Internet to students anywhere.

Paul Ehrlich on Avoiding Collapse of Civilisation

Greetings from the Australian National University in Canberra where  Professor Paul Ehrlich and a panel is addressing the topic "Avoiding a collapse of civilisation. Our chances, prospects and pathways forward".

Professor Ehrlich is making his promised controversial points on climate science on global warming being clear and the business and political leaders failing to act. He has criticized universities for failing to educate university students adequately. He pointed out that about four earths would be needed to bring the global population up to the Australian standard. He worried about the quantity of nonsense on-line compared to accurate scientific information. Professor Ehrlich advocated equal rights for women to reduce population growth.

I teach ICT Sustainability to graduate students at ANU. The basics of how computers and telecommunication cause environmental problems, and can be part of the solution, are not difficult for engineering and science students to grasp. What is difficult is to do is to then put the well researched recommendations into a form which business and political leaders find palatable. I suggest to my students to find a business or political benefit, along with the environmental benefits, to back up their recommendations. There is no point in carrying out months or years of work on the hard science and ignoring the motivations of the decision makers.

My question for Professor Ehrlich was to be "The science on climate change is clear and yet business and political decision makes fail to act. More science is unlikely to change their views. So should the priority be on social science to understand decision making processes, rather than environmental science?". But he anticipated this by telling a story of research by a social scientist that people respond to local peer pressure, be it about reusing towels in a hotel ("A Room with a Viewpoint: Using Social Norms to Motivate Environmental Conservation in Hotels", GOLDSTEIN, CIALDINI, GRISKEVICIUS, 2008) or saving power with a smart meter ("Better neighbors and basic knowledge: a field experiment on the role of non-pecuniary incentives on energy consumption", ).  I have seen this effect myself after introducing billing for mainframe CPU use (what now would be called a "cloud server"): use went down even though the billing was notional.

In terms of communicating science to the public, the leaders in Australia are the  Australian Science Media Centre (AusSMC), in Adelaide. One of the problems is that those from the physical sciences can be dismissive of the level and amount of work needed to communicate a message. ANU teaches and researches Science Communication as a undergraduate and postgraduate subject. As part of the ANU Course "Unravelling Complexity" I have a group fo students working out what to do about e-waste, with people from various disciplines.

The panel of speakers got on to the topic of how influential scientists are in changing public opinion. Of course, a scientist's obligation to communicate their research results has limits. Scientists should not try to run the world and must communicate their findings to the broader society and leave it to others to make the decisions. Some of humanity's greatest disasters have involved scientist's who thought they knew better than the average person. This came to mind when one of the panelists advocated use of nuclear power, pointing out that no one died as a result of radiation from the exploding nuclear power plants.

One question from the audience brought the topic closer to home, by asking about the environmental sensitivity of the ANU's own financial investments, following public criticism of ANU investment in coal seam gas exaction. Unfortunately I was unable to find any mention of environmental or ethical criteria in the ANU Investments Policy.

The ANU Energy Change Institute (which I am a member of), had a tour of the Gunning Wind Farm on 11 February 2013. The site is 15 km north-east of Gunning, near Canberra. The 31 wind turbines on the Cullerin Range, are monitored from a small building which also houses maintenance personnel. Operation of the turbines is from ACCIONA's control room in, Melbourne, which also controls other wind farms in Australia. SCADA (supervisory control and data acquisition) software allows personnel to monitor each turbine.

The wind farm is relatively quiet with the sound of the blades overhead barely audible over the sound of the wind. The only time the turbines became noticeable was went one was feathered so the tour party could look at the equipment inside the base of a tower. As the blades were rotated to stop them catching the wind the sound became much louder, but still much lower than traffic noise of a city. Opening the inspection door to the tower was a complex process, requiring the personnel to first call the control room for permission, wait for the mill to stop and then unlock and latch open a very heavy steel door.

The wind farm is an expected life of at least 25 years. The equipment is made overseas. One point discussed by the tour was local manufacture of the steel towers. These require special equipment for the thick curved sections. I suggested that the suppliers for the Australian Submarine Corporation (ASC) may be able to manufacture these as submarines require heavy curved steel sections manufactured to fine tolerances.

ps: The next class for my ICT Sustainability course starts on Monday at ANU. One of my students previously researched if it would be feasible to use a wind farm to power a data centre.

Potential for Wind Energy in NSW

Greetings from the Gunning Shire Hall, where a delegation from the Australian National University's Energy Change Institute is inspecting the gunning wind farm. We started with traditional home baked country afternoon tea and a briefing on the NSW Renewable Energy Action Plan (REP) and Renewable energy precincts. The NSW government has a plan for capturing a share of national wind energy and other renewable investments. As well as the technical issues as to where there is suitably windy land for wind farms, there are issues of land planning and social equity. Gunning is on the edge of Canberra with the expectation of increased land value for housing. Wind farms could threaten that. In contrast areas and individual farmers, who miss out on a wind farm may feel aggrieved. REP run a Renewable Energy Day and community education activities. One point shown by research is that while there is a NIMBY effect ("Not in my backyard), with support for wind turbines dropping the closer of the resident to the proposed site, there is still strong support for wind energy in the community.

Canadian On-line University Course Has Lower Fees

I was asked about the cost of my ICT Sustainability course, so I did a quick check of the fees at the institutions which offer it. But one of my former students runs a version of the course in Canada, which is much cheaper than the Australian courses. It will be interesting to see what level of competition there will be between on-line university courses internationally:

Gunning Wind Farm Tour

Acciona Gunning Wind FarmThe ANU Climate Change and ANU Change Institutes (which I am a member of), are hosting a tour of the Acciona Wind Farm at Gunning, NSW on 11 February 2013.
The Gunning Wind Farm in New South Wales consists of 31 wind turbines built on the Cullerin Range, approximately 15 kilometres north-east of Gunning in the Upper Lachlan Shire.

The turbines are located on the privately owned property Walwa, which is predominantly cleared pastoral land. The wind farm site continues to be used for grazing.

Project Snapshot
  • Location: approximately 15 kilometres north-east of Gunning and 70 kilometres north-east of Canberra.
  • Capacity: 46.5MW (31 wind turbine generators).
  • Completion Date: May 2011.
  • Energy Production: Gunning Wind Farm can power 23,250 homes annually.
  • Job creation: 100 manufacturing and installation jobs were created during the construction phase. There are will be nine operations and maintenance staff overseeing the operation of the wind farm
  • Project Value: A$147m.
The Gunning Wind Farm has an electrical substation, access tracks to each turbine, an operation and maintenance facility and 17.4km of underground cabling. A 14km 132kV transmission line was also constructed to connect the wind farm to the existing Yass-Goulburn transmission line.
Prior to development of the site ACCIONA Energy and independent consultants identified how best to utilise the wind farm site and identified constraints. Areas of study included flora and fauna, cultural heritage, sound, visual aspects and vehicle access.
The turbines at Gunning
The Gunning Wind Farm steel towers are 80m high with a base diameter of 4.5m and top diameter of 2.5m. Each tower base is anchored into position by approximately 250m³ of reinforced concrete. The nacelle and hub have a combined weight of approximately 65 tonnes, and together are 12.5m long and 4m high. The fibreglass blades are up to 40m long and weigh up to six tonnes each.
Transmission line
A new 132kV transmission line has been constructed to connect the wind farm to the existing 132kV Yass-Goulburn transmission line. Electricity is generated from turbines at 12kV and is then stepped up at a substation to 132kV to match the existing Yass-Goulburn voltage before connection can be made to the grid. ...

Guidelines on what is e-waste under the Basel Convention

The Basel Convention regulates the movement of hazardous waste, including e-waste, across international borders. New draft technical guidelines are being prepared on the distinction between waste and non-waste used electrical and electronic equipment (22 December 2012). Australia contributed "Criteria for the export and import of used electronic equipment" from the Department of the Environment and Heritage, March 2005. The guidelines try to distinguish between used equipment destined to be repaired, refurbish or reused (which is not waste) and that which is to be disposed of (which is e-waste). This is a problem for authorities, as regulations on e-waste could be circumvented by simply labeling the material for reuse.
  1. To determine if equipment is waste it may be necessary to examine the history of an item and its proposed use on a case by case basis. However, there are characteristics of the equipment that are likely to indicate whether it is waste or not.
  2. Without prejudice to paragraph 26, where the holders of used equipment claim that this is intended to be or is a movement of used equipment intended for direct reuse and not e-waste, the following should be provided or be in place to back up this claim to an authority on its request (prior to the transport, either generally or on a case-by-case basis):
  3. a copy of the invoice and contract relating to the sale and/or transfer of ownership of the equipment with a signed statement that indicates that the equipment had been tested and is destined for direct reuse and fully functional and includes information on the further user or, where this is not possible, the retailer;
  4. evidence of evaluation or testing in the form of copy of the records (certificate of testing – proof of functionality) on every item within the consignment and a protocol containing all record information (see Section III C);
  5. a declaration made by the holder who arranges the transport of the equipment that none of the equipment within the consignment is waste as defined by national law of the countries involved in the movement1 (countries of export and import, and, if applicable countries of transit) and;
  6. appropriate protection against damage during transportation, loading and unloading, in particular through sufficient packaging2 and stacking of the load.

Testing of used equipment should be performed before shipment in the country of export. Except from the situations described in paragraph 26, all the above-listed criteria would need to be met for the used equipment not to be considered waste.

1 In case of disagreement on the status of the equipment being waste or not the procedure for the strictest interpretation (i.e. the procedure for shipments of waste) should be followed.

Sustainability in New US Computer Science Degrees

The Computer Science Curricula 2013 produced jointly by ACM and IEEE Computer Society includes "Sustainability" as an elective. This was introduced in 2008 and is proposed to be kept for the 2013 version. It should be noted that this is only a small part of on "Social and Professional Practice" (SP) topic.

Sustainability is allocated only two hours of lectures in a 305 hour, three year degree program (about 19 hours work for the student). This would equate approximately to week 2 "The Global ICT Footprint" and week 4 "Materials Use" of my course "ICT Sustainability: Assessment and Strategies for a Low Carbon Future". It would give the practitioner an overview of sustainability issues, but not equip them to work as a specialist.

If there is interest in material for the ACM/IEEE-CS "Sustainability" topic I could prep-are a version of my course materials for this, along the lines of "How Green is My Computer?", which was prepared as a 3 hour on-line exercise (and has been run at ANU in a classroom).

State of Australian Cities 2012

The "State of Australian Cities 2012" report was released by the Minister for Infrastructure and Transport, Anthony Albanese, on 4 December 2012. The report found a housing shortage, with a reduction in new housing lots and block size and price per square metre increases. There is a rise in the premium for living near the CBD and rapid growth in industry in the CBD. The average number of people living per dwelling is falling. The distance traveled in capital cities is declining. There is a National Summary and for each city.  Unfortunately the report is provided in PDF format, making it difficult to read, so here is the text of the national summary and Canberra:

Key findings

The gap between population increase and housing supply in Australian cities is now the largest and most sustained in a century.
  • A decline in the number of housing lots produced per capita is occurring across the capital cities but is particularly severe in Sydney. Block size has fallen and the price per square metre has risen sharply.
  • There has also been a marked rise in the premium for living near the CBD of cities. In Sydney and Melbourne, a dwelling close to the CBD has increased more than five-fold in real terms since 1986, while one 50 kilometres from the city centre has only doubled in value.
  • Housing occupancy rates (the average number of people living in a dwelling) plateaued in the mid- 2000s, after having fallen steadily for nearly a century.
  • Most of the industry sectors that are experiencing rapid growth economically are located in CBDs and other dense centres. These industry sectors rely on increasing job densities to drive their productivity.
  • Cities may be beginning to economically shrink in on themselves, reversing the dispersing forces, especially associated with manufacturing, that have been dominant since the end of World War II.
  • The number of kilometers traveled per person in Australian capital cities has declined markedly since peaking in 2005.
  • The per capita freight task in cities is increasing substantially and is likely to become the major driver of urban transport systems.
  • Fare recovery in Australian urban mass transit systems continues to decline, raising questions about the sustainability of current financial structures associated with public transport capital investment and operations.
  • Age distribution in our major cities shows that under 25s have declined proportionally, while there has been a small increase in working age population and a large increase in over 65s.
  • The average labour force participation rate across major cities is 64.8 per cent; however there are significant differences between cities.
  • Major cities have experienced increases in female participation in the paid workforce since 2000, some by more than five per cent.
  • A growing proportion of older people are working past the traditional retirement age in major cities.

Population and Settlement

There are now 280 cities with over one million people in the greater Asian region. By 2025, it is expected that there will be at least 750 cities of over half a million people in size in the region.
  • Australia's resident population in June 2011 was 22,323,933 people, an increase of 2.9 million people or 15 per cent over the last ten years. More than 75 per cent of the population lived in our 18 major cities - cities with more than 100,000 people.
  • The proportion of the population living in the capital cities of most states and territories has steadily increased over the past 40 years. Sydney and Melbourne have absorbed nearly 40 per cent of the population growth since 2001.
  • In 1996, 60 per cent of major city home owners owned their dwelling outright, compared to 46 per cent in 2011.
  • New houses in Australia are possibly the largest in the world, eclipsing the United States. However, there has been little or no growth in their size for a decade and the size of units has fallen.
  • While there has been net growth in government-provided dwelling stock since 2006, it has fallen as a proportion of total stock across all major cities, apart from Cairns and Toowoomba.
  • Real rental income per dwelling has increased virtually without interruption since rental controls were lifted in 1949.
  • Rental vacancy rates remain very low across all capitals but are particularly severe in Perth, Darwin and Canberra.
  • In the year to March 2012, Australians spent 279 million nights away, of which 50 per cent were spent in the major cities. Australians made 7.8 million short-term trips overseas, up from 7.1 million in 2008 and more than doubling since 2001.
  • Australia hosted 5.5 million international tourists in the year to March 2012, up one per cent from 2011 and five per cent from 2008. Of the 197 million nights these visitors spent in Australia, 82 per cent were spent in our major cities.

Productivity

The morning travel peak in cities has significantly increased in the last 30 years, greatly increasing the pressure on transport networks. This appears to be driven in part by an increase in discretionary travel in the morning peak period.
  • The sea ports of coastal major cities, particularly Sydney and Melbourne, are experiencing a significant increase in container (TEU) volumes. More than 80 per cent of containers are discharged and loaded within the urban boundary.
  • In 2011, Australia's major city airports had 97,033,481 domestic passengers and 28,872,843 international passengers.

Sustainability

Most Australian cities, except for those located in the far north, have experienced declines in annual rainfall over the last 60 years.
  • Since 1952, Australia's major cities experienced increases in average maximum temperatures of up to 2°C.
  • The number of very high and extreme fire weather days is estimated to increase by between 15 and 60 per cent by 2020 and double to quadruple by 2050. This may increase the risks of property loss from bushfire in our capital cities, given the close proximity of up to 750,000 houses to substantial bushland.
  • Fresh food production on the fringes of our cities is under threat from the outward expansion and economic pressures of our cities.
  • Our cities continue to place pressure on urban waterways and estuarine environments, many of which contain sites of international heritage significance.
  • Total open space in and around our cities can amount to 60 per cent of the urban area.
  • Local, state and territory governments are moving to better manage natural and urban systems and are addressing challenges such as the urban heat island effect, cleaning waterways and more sustainable buildings.

Liveability

Melbourne has been ranked first on the global 2012 Economist Intelligence Unit Global Cities Liveability Index and Adelaide has retained its top ranking in the Australian My City Survey.
  • The proportion of families with children living in higher density residential dwellings has increased in major cities.
  • The proportion of the population that is Aboriginal or Torres Strait Islander is largest in Darwin (9.2 per cent) and smallest in Melbourne (0.5 per cent). However, Sydney's Aboriginal or Torres Strait Islander population (54,747 people) is the largest in the country.
  • The cost of living for the residents of Australia's capital cities has been relatively stable for over two decades.
  • Of the capital cities, Hobart has the highest proportion of people who walk to work whilst Perth has the lowest. Darwin has the highest proportion of people who cycle to work whilst Sydney has the lowest.

Governance

The Council of Australian Governments (COAG) Reform Council Review of Capital City Strategic Planning Systems was released in April 2012. It highlighted the need for ongoing intergovernmental co-operation on cities issues to help all levels of government implement effective strategic planning systems.
  • An Infrastructure Finance and Funding Reform report, prepared by the Infrastructure and Finance Working Group, was released in June 2012. It stressed the importance of improved planning, a deeper pipeline of projects and funding reform.
  • In June 2012 the Productivity Commission released the first national study of the regulatory role of local government. Its key message is that implementing and enforcing state laws, rather than local laws, is dominating local governments' regulatory workload.
  • The 2012-13 Federal Budget included a framework for the second phase of the Nation Building Program (NB2) which will run from 2014-19 and help deliver on the goals and objectives of the      National Urban Policy.

Population and Settlement

The Canberra - Queanbeyan metropolitan area population increased from 360,537 in 2001 to 418,292 in 2011, a growth rate of 1.5 per cent, which is exactly the national average.
  • Canberra-Queanbeyan is Australia's eighth largest city and is home to 1.87 per cent of Australians.
  • Over the five years 2006-11, Canberra-Queanbeyan's stock of private dwellings increased by 14,062.
  • With a population increase of 37,210 over the same period, there were 2.65 additional people for each new dwelling constructed. Canberra-Queanbeyan's 2011 household occupancy rate was 2.76 people per dwelling, aligning with the 2011 average major city rate of 2.73.
  • Of Canberra-Queanbeyan's total stock of 158,706 private dwellings in 2011, 7.38 per cent were unoccupied, well below the major city average of 9.16 per cent.
  • In the year to March 2012, Canberra hosted 5.3 million domestic visitor nights, down from 5.6 million in 2012, and 4.1 million international visitor nights, up significantly from 2.7 million in 2008.

Productivity

  • In 2011, Canberra Airport had 3,158,957 domestic passengers.
  • Canberra's labour force participation rate has been relatively stable since 2000, and remains Australia's highest at 72.4 per cent, well above the national average of 65.1 per cent.
  • The labour force participation rate for males in Canberra is 76.4 per cent and has dropped 2.3 per cent since 2000.
  • The labour force participation rate for females in Canberra is the highest rate of the surveyed major cities at 68.8 per cent and has increased slightly since 2000. Canberra's labour force participation is higher than the national average of 65.1.
  • Canberra has one of the highest rates of labour force participation for males aged 65 years and over, being 18.8 per cent, having more than doubled since 2000. Participation of females in this age group is 6.3 per cent, up from 3.7 per cent in 2000.

Sustainability

Consistent with other inland major cities (Albury-Wodonga and Toowoomba), Canberra experienced a trend of larger increases in average annual temperatures and decreases in average annual rainfall than major cities in other parts of Australia. 1

Liveability

In 2011 Canberra was included in the Mercer Quality of Living Index for the first time, debuting in 26th position - above Adelaide (30th) and Brisbane (37th), but below Sydney, Melbourne and Perth.
  • According to the Australian City Liveability Index survey of residents in ten Australian cities:
  • Canberra has the highest proportion of residents who feel that their city is a 'place for people and their property' (69%) and, with Melbourne, equal highest proportion of residents who consider Canberra has 'good educational facilities and healthcare services' (71%).
  • Compared to other capital cities, Canberra also has a high proportion of residents who agree that the city has 'good transport infrastructure and services' (53%).
  • Only 42 per cent of Canberra residents feel that the city provides 'quality affordable housing'.
  • According to the 2012 AMP NATSEM Income and Wealth Report's analysis of typical household goods and services Canberra is the second most expensive of the capital cities after Sydney. Rental costs, other utilities, and household contents and services are most expensive in Canberra.
  • In Canberra, 23 per cent of people living in flats, units or apartments were in households with children.
  • Canberra remains the volunteering capital of Australia, with 21.2 per cent of the population aged 15 years or over volunteering with a group or organisation in 2011. However, this represents a slight decline on 2006 levels, when 22.3 per cent of the population were involved in volunteering.
  • In Canberra 81 per cent of people travel to work by car and just 7.6 per cent by public transport.
  • Canberra has the highest rates of active travel (walking and cycling) of the eastern capital cities, with 2.7 per cent of people cycling to work, and 4.7 per cent travelling to work on foot. Only Darwin records higher rates of walking and cycling. Governance
  • The Canberra-Queanbeyan urban area straddles the Australian Capital Territory-New South Wales border and is subject to strategic planning by both jurisdictions.
  • The ACT Government released the new ACT Planning Strategy in August 2012.
  • The key planning strategy for Queanbeyan is the NSW Government's Sydney-Canberra Corridor Regional Strategy, scheduled for review every five years. A systematic review is currently underway.
  • Following completion of the NSW Government's Long Term Transport Master Plan, a Regional Transport Plan will be developed and linked to the existing regional strategy.
  • In May 2012, the ACT became a member of the South East Regional Organisation of Councils (SEROC), in recognition of the significant dependencies between the ACT and the surrounding NSW region.

Australian Transport Future at AusRAIL 2012 in Canberra

Greetings from the National Convention Centre in Canberra where the Australian Railway conference "AusRAIL 2012" is on today. The conference exhibition has spilled out of the exhibition hall into the foyer and upper levels. Heavy engineering companies from around the world are alongside Australian logistics and ICT. The exhibition is free and open to industry, academia and government until 3pm today. The next conference is November 2013 in Sydney.

IBM Intelligent Operations Center Demonstration
One exhibit which sparked my interest were IBM, with Doug Stapleton showing their "IBM Intelligent Operations Centre for Smarter Cities". IBM are partnering with management technology company SMS. Greg Halliday from SMS was showing various Sydney transport monitoring applications brought together on one screen for better co-ordination. I asked if they had a video to show to my ICT Sustainability students.

inReach is a 2 way satellite communicator
Dion Castle from PivoTel was showing  pocket size satellite terminals. The inReach is a 2 way satellite communicator is a solid looking almost cubic device which can be worn on a belt. It has no display and just a few buttons. On its own it can be used to send out a regular message to allow the wearer to be tracks and has an SOS button. But the device also has a Bluetooth interface allowing text messages to be received and sent from a smart phone.

At a time when the emphasis is on higher and higher speed broadband communications, it is important to keep in mind that much can be done with very low bandwidth high latency communications. This is important when you are outside the coverage of urban communications networks, or when those networks fail, especially in an emergency.

Australian Energy Expertise In the Asian Century

Greetings from the ANU Energy Change Institute Open Day at the Australian National University in Canberra. Speakers are discussing the technology and policy of how to reduce the climate change effects of energy production and tours of real working systems. After lunch I will be discussing "Cloud computing and energy efficiency".

One theme which seems to be emerging is responding to Asia's energy demand. This is timely with the release yesterday of the "Australia in the Asian Century White Paper" by the Prime Minister. Dr Paul Burke is talking on "Greening Indonesia’s energy". My colleague Dr Idris F. Sulaiman, is currently working on a green development project in Indonesia. Next week I will be presenting a seminar on Teaching Green ICT Online in Indonesia at the Faculty of Science and Technology, UIN Suska University of Riau.

ICT Sustainability Global Benchmark Report


A drop of 2.2% in the global ICT Sustainability Index (ITSx) over the last year indicates that CIOs have made little headway implementing power saving measures in the computer systems. The figures are contained in the "ICT Sustainability: The Global Benchmark 2012 Report" was sponsored by Fujitsu and used a methodology developed by Connection Research and RMIT University. The USA did well (ITSx of 57.3) , compared to Australia with 50.1.

The report recommends that organizations should track their ICT energy use, however I suggest this will not lead directly to savings. As has been shows with domestic smart meters, the monitoring may simply cause frustration as energy saving primarily requires capital investment and so there is little to be gained from real time monitoring. I teach students of  my ICT Sustainability course to prepare back-of-the envelope estimates of energy use and then concentrate their efforts on convincing senior management of the need for changes in investment.

Harnessing Green IT: Principles and Practices

The new 432 page book "Harnessing Green IT: Principles and Practices (Wiley - IEEE)" (Wiley) edited by San Murugesan and G. R. Gangadharan is due out in October 2012. Pedal Powered Cinema in Sydney

Yesterday, Leichhardt Council held the third annual Footprints Eco Festival in Sydney's inner west. This was held in Whites Creek Valley Park near the new Rozelle Bay Community Native Nursery. In addition to displays of native plant regeneration there was a Pedal Powered Cinema. I volunteered as one of the five people to pedal bicycles, each hooked up to a small generator which suppled the electricity to run the show. This was a useful educational tool on how much power consumer appliances use.

The pedal power generators used were similar to the setup for Bristol Bike Power. This had road bicycles (including a small one for the kids) on a stand with the back wheel against a shaft on a Pedal Power Generator. A One Farad Capacitor (normally used in a high performance car hi-fi system) was used to smooth the 12 volt power from the bicycles. The capacitor has a built in voltmeter, providing useful feedback. Power was then fed to an inverter to produce 240 volts for the projector and computer. The electrical components were mounted in a study steel cabinet (an army surplus ammunition box).

This demonstration system doesn't need a battery. For a more practical system a battery could be used to store a few minutes, or a few hours, power.

An alternative pre-built option would be an electric bicycle with regenerative braking might make a useful pedal generator. You would just need to apply the brakes while riding, to charge the battery for later use, or operate the bicycle stationary on a stand. An inverter could then be attached to the bicycle's battery to supply mains power.

ps: It would be tempting to equip the Leichhardt Park Aquatic Centre's Gym with Exercise Bike Generators. But these would produce minimal power compared the 30kW micro turbines recently installed.
