Planning Climate Change Adaptation

Greetings from the Melbourne Business School, where I am taking part in a "Climate Services Think Tank", hosted by the Bureau of Meteorology and the University of Melbourne. Apart from the sponsoring organizations there are people from Victorian coastal councils, which face flooding and inland councils with an increased bushfire risk. The moderator put me on the spot by asking me to speak first on why I was there. So I explained I was in Melbourne to speak at ICCSE2012, on education for climate change mitigation and was interested in the overlap with adaptation. I commented that climate science was easy and the hard part was getting people to actually do something (which got a round of applause).

The first speaker was David Walland from BoM, on the Global Framework for Climate Services. Meteorologists have been collaborating internationally for hundreds of years, through the World Meteorological Organization (WMO) and is predecessors. The area being focused on with climate change mitigation is how to put the existing climate information in a form which can be used to make decisions. There are other UN bodies involved, such as United Nation's office for disaster risk reduction, UNISDR.

The major issue here seemed to be that meteorology bureaus were used to providing short term predictions, over hours to months, whereas climate change is about decades. If a flood is predicted in a few hours, then it is relatively easy to get decision makers to listen, but harder if the risk is decades away. Also people do not welcome bad news and so it needs to be from a credible source (the Bureau of Meteorology is credible, whereas some UN body may not be).

One issue to come out of the discussion was that the debate over human induced climate change may adversely effect adaption. If people don't believe that climate change is caused by human activities, they may then not listen to adaption advice. In terms of adaption, it might be better to avoid mentioning causes.

Better Communication of Climate Change Information Online

One theme of the event was better commutation. What struck me was that the web based examples show of what was considered good, did not appear to me to be well designed web pages. The web pages were too complex, with too much information. An example, is the Department of Primary Industries, Victoria's "Climate Risk" website. This contains a considerable amount of information, but not organized in a way which is easy to find or understand.

Some of the impacts of climate change can be subtle. AN example is that Victoria's wine industry is at risk of bushfire. The grapes absorb smoke from bushfire which taints the wine made. This can only be discovered after the wine is made. Grapes burnt from excessive UV light are unsuitable for making sparkling wine.

Andrew Watkins from BoM Climate Change Adaption, talked on dealing with real time climate variability. This seemed a curious term, as in this case "real time" is over months, not minutes. BoM put out ENSO Wrap UP, Seasonal Outlooks and Rainfall Ranges. What stuck me was these documents all have a lot of text and a few graphs. They would be very difficult to interpret for a non-expert. Some newer report formats use more maps with "hazard warnings" marked on them. Also BoM are exploring interactive maps and podcast videos.

Along the way there was discussion of "Climate Dogs", which turned out to be a series of animations from DPI, using cattle dogs:
Fire Risk

Fred Cumming from Department of Sustainability and Environment talked about fire risk. He discussed the risk and consequences with climate change. As an example, dry lightening causes fires, but only "dry lightening", not accompanied by heavy rain. Fred pointed out that planning for fire has a long lead time. Firefighters need to be trained and equipment obtained. The Elvis the firefighting helicopter needs to be booked a year in advance.

Professor Jim McLennan, La Trobe University, discussed research interviewing survivors of the Black Saturday Bushfires. There were extensive media warnings of an extreme fire danger. Of those interviewed, 50% could recall the warnings, 20% were oblivious. About 80% of those who were aware of the warnings prepared for the fires. Farmers and rural townspeople had a high level of awareness of the fire threat, but bushland dwellers did not. Very few people chose to leave before the threat and these were elderly, had children, or had what were occasional residences. A few people left under imminent threat, after a warning from a friend or relative, or sight of the flames or embers approaching.

Of those who stayed and defenced their homes, 80% were successful. Professor McLennan reported similar results from later WA fires. Reports on response to bushfire warnings are avialable from the Bushfire CRC.

This research suggests that issuing warnings is not easy, as people want certain, local and short term warnings. Unfortunately this is not technically possible and may require rethinking as to warning and response strategies. It may be necessary to have a stay and defend policy, because it is not possible to issue sufficiently precise evacuation advice.

Climate data for emergency management of floods has similar issues to bush-fires. However, flooding and inundation can happen at any time of year, it is not seasonal. Victoria had a policy of planning og a sea level rise of at least 0.8m by 2100, but this was too long term for real politics. The new policy is for 1% plus 0.2m by 2040. The Victorian Government provides a Victorian Coastal Inundation Dataset, but the details can be hard to interpret for the general community.

One issue to come up with flood data was who the predictions are for: experts or the general public?

Queensland Floods Report Lacks Communications Strategy

The Queensland Floods Commission of Inquiry Interim Report was released 1 August 2011. Several or the recommendations refer to the use of telecommunications for flood warnings, telephones, SMS, mobile phones, the Internet and the web. However, what is lacking from the Queensland response to the flood, and the report's recommendations, is an overall strategy for the use of telecommunications for disaster preparedness and response. The recommendations refer to different forms of telecommunications in different places, rather than an overall strategy of preparing clear messages and then issuing them via all available and appropriate communications channels.

Recommendations relating to telecommunications:
2.24 Seqwater should give consideration to posting information about current and future releases on its website during flood events as one method of ensuring accurate and timely information is available to the public.

3.6 Every local government should publish its disaster management plan (and relevant sub-plans) on its website before the next wet season.

4.2 Councils should prepare SMS alert templates covering a range of different flood scenarios before the wet season.

4.3 SMS alerts should direct recipients to websites or contact numbers providing more detailed information about flood locations and predictions, the location of evacuation centres and evacuation routes.

4.4 Councils and Emergency Management Queensland should work together to ensure the approval process does not cause delays in delivering SMS alerts.

4.18 Dam operators should assess the effectiveness of using SMS and/or email as a bulk instantaneous communication to all people on the notification list while individually contacting those whom it is essential to inform immediately.

2.19 Seqwater should ensure that all telephone calls within the flood operations centre are digitally recorded to create an accurate record of decision-making during major flood events.

4.23 Operators of dams should publicise, in a newspaper circulating in the local area and by posting a notice on its website every year before the wet season, the opportunity for local residents immediately downstream of a dam to be included on the existing notification list, and:
  • consider whether an applicant for notification is so close to the dam that the warning time before water from the dam affects them is less than that available through the emergency management system
  • consider whether they can be effectively notified by SMS or email
  • if it is necessary to contact the applicant personally, agree with him or her a mode for that communication.
4.28 In rural and remote areas where telecommunications are not effective, measures that do not rely on internet and mobile telephone services should be implemented to inform the travelling public of road conditions ahead, for example:
  • signs with detailed information
  • providing tourist information centres and tourist radio stations with information on road conditions.
4.31 Councils should advise the Bureau of Meteorology of any information they possess about flash flooding (or the immediate prospect of it) likely to endanger life or property in their region, and of any warnings they issue about such flash flooding. The Bureau of Meteorology should consider in each case whether any such warning should be re-published (whether as a warning emanating from the Bureau itself or as attributed to the relevant council) on the Bureau’s website, or whether it should provide a link to any council warning or other information regarding flash flooding provided by councils or disaster management agencies.

4.32 Where the Bureau of Meteorology has information which leads it to anticipate flash flooding likely to endanger life or property in a specific area, it should publish a warning to that effect on its website.

5.45 That advice should be given using as many mechanisms as appropriate, including text message, radio and door knocking.

Flood Relief Payments Delayed by Manual Processing

The Premier of Queensland, Anna Bligh, has apologised for delays in processing of payments from the Premiers Disaster Relief Appeal. The Premier has ordered that the process be overhauled. Unfortunately, it appears that the processing was being done manually and there are no plans to change this, so it is unlikely the process will be significantly improved.

The Premier explained that about 100 people were working on processing applications and directed more people be put on this if needed. However, more people are unlikely to greatly speed up a manual processing system. Also diverting government staff to this task will mean they are not available to assist flood victims. Using automation would allow the process to be done in minutes, rather than days.


To Apply for Premier’s Disaster Relief Funds applicants are required to fill in a seven page form. The Premier's Disaster Relief Appeal emergency assistance form is provided as a 54 Kbyte PDF file which can be downloaded. The instructions say "Please use black or blue pen" and to return the form by Fax, Post or in person.


There is no provision to fill the form in online and return it electronically. As a result there will be delays while the form is delivered to the processing centre and further delays and errors as staff then manually transcribe the details from the form into systems to record and check the details.


The Queensland government should consider providing an online version of the form. This could be completed directly by the applicant using their own computer or smart phone, or by staff in a Community Recovery Centre. Much of the processing could then be carried out automatically.


The form could also be made much simpler and easier to fill out by making use of existing government databases. Rather than ask the applicant for details which are then checked against government records, the needed information could be simply extracted from those systems. This would particularly be of use where applicants copies of documentation have been lost in the disaster.

Privacy Act Declaration of Emergency

A little known aspect of Australia's Privacy Act (1998) is provision for Declaration of emergency. The Prime Minister or the Attorney General can make a declaration so that the usual restrictions on collection and use of personal information can be relaxed. The Department of Prime Minster and Cabinet website has a page to list emergency declarations. There are currently two listed, for the Queensland 2011 floods and Victorian 2009 brushfires.

Design for Flooding

Design for Flooding: Architecture, Landscape, and Urban Design for Resilience to Climate ChangeThe book "Design for Flooding: Architecture, Landscape, and Urban Design for Resilience to Climate Change" by Donald Watson and Michele Adams is a timely work. This discusses the causes of flooding and the engineering, planning, architectural and social responses which can be made. Relevant to Queensland is a discussion of the role of elevated houses, such as the traditional Queen slander design of a wooden house on tall stumps

The book does undo some of the good sensible work of the main body of the work with a few chapters at the back with speculation about floating houses and cities. But the rest is useful, practical advice.

The work is also avialable as an e-book in a Kindle edition.

Using a UPS for an independent solar power supply

In "Adapt solar panels for off grid power in Queensland floods" I asked it would be possible to charge the battery in a UPS from a solar panel. The idea would be to disconnect a grid connected solar array during an extended blackout and use it to provide some power in a home or emergency centre.

The reason for using a UPS was that they are pre-packaged and self contained, making it easier and safer to set up, than by using separate components.

Since then I have found "Using a UPS for an independent power supply" from UWA. This describes using a surplus UPS in an independent solar power system. The UPS is used as a low cost DC to AC converter. The original UPS battery is replaced with a larger unit and a standard solar batter controller is used, in place of the charger in the UPS. As well as the web page there is an article and presentation slides.

eLearning Services for Flood Recovery

eLearning Services at the Queensland Department of Education and Training has madevirtual classroom’ spaces available for students where the floods have disrupted normal classes. This initiative could be usefully expanded to be part of an Australian Learning Commons to provide educational resources to students across Australia.

Maths, English & Science materials are provided, including:

  • Resources - self-paced digital learning resources by year level
  • Activities - self-paced structured lessons by year level
  • Programs - self-paced vodcasts or daily scheduled multimedia events by year level
There is also a special collaborative project Healing words - Helping hands for Education Queensland teachers to discuss the floods and share experiences.

Multi-story prefabricated housing for flood victims

The Queensland Government is providing housing for displaced residents in the declared flood areas. One option in some areas is prefabricated housing. Such housing is normally thought of as being flimsy, low quality single story, temporary disposable buildings. But there are systems for permanent, high quality, multi-story modular building. I suggest the Queensland, Victorian and Federal governments look at using these building systems for providing accommodation for flood victims. When no longer needed for flood victums, they can be used as long term, low cost accommodation for students and others.

One modular system, has been used for the Laurus Wing of Ursula Hall at the Australian National University in Canberra. Two wings of six story apartment blocks have been built for single students and couples using shipping container sized modules. The same system is being used at other Australian universities. This style would not be suitable for large families, but would suit individuals and couples. It could also be used to provide a type of accommodation for students and others which is not readily available in Australia.

Gungahlin College and Library an Example of the School of the Future

Artists Rendering of the New Gungahlin LibraryIn "Australian Learning Commons Proposal" I outlined how all Australians could be offered free online publicly accessible education from pre-school to university level. This would be supported through public libraries and schools. The new $72.4 million Gungahlin College in Canberra provides a good example of this approach.

Gungahlin Library PlanThe College will accommodate 900 upper secondary students and include a CIT learning centre (for vocational TAFE education). The college library will be available to the community, providing the , with learning rooms for adults and children.

The Gungahlin College is planned to have a 5 Green Star design rating from the Green Building Council of Australia. The ACT Government aims to install photovoltaic (solar power) systems at all public schools over the next four years. One enhancement I would suggest is extra investment so that the solar panels can provide emergency power to the buildings during blackouts. This way the schools can be used as emergency centres during disasters. As recent flooding in Queensland has highlighted, standard solar panels cease to provide power when mains power is lost.

Delays with National Registration and Inquiry System

Delays are being reported with the National Registration and Inquiry System due to high demand with the floods in Queensland and Victoria. The system is provided by Emergency Management Australia and the Red Cross to help people find family and friends in a disaster. The system allows for registration and search for people via web forms:

I noticed some difficulties with the design of the web interface which might be slowing the system down:
  1. Encryption of home page: The site Hypertext Transfer Protocol Secure (HTTPS) page for its home page. This may slow down response time as the page content has to be encrypted. There is no need to encrypt the home page as it contains no sensitive information. Encryption may also prevent the caching of page content. The home page should be changed from HTTPS to HTTP.
  2. Encryption of Images: The Australian and Red Cross logos on the top of each page use Hypertext Transfer Protocol Secure (HTTPS).

    As with the home page, there is no need to encrypt these images.
  3. Not Selecting Emergency First: Registration and search facilities are provided separately for each emergency. Thus the user has to select which emergency (Queensland or Victoria) first and then if they want to register or search. However, the interface presents tabs for register and search prominently on the top of the screen before requesting the emergency further down. As a result it is likely many people will select register or search without having selected an emergency first and then either get no response or be presented with an error message. The interface should be changed to first ask the for the emergency and only then offer the choice of register or search.
  4. Use of ViewState: Microsoft ASP.NET "View State" is used to communicate information between the on screen form and the database application.

    While this can be used to create sophisticated interfaces, it does add a considerable overhead. It is not needed for simple interfaces. As an example, all of the options in the search forms (such as the names of all the countries of the world and the list of all the forms of street name), are being duplicated in the ViewState field (encoded as a base64 string). This doubles the size of the search form file. View state should be disabled for these controls.
It is likely these problems are due to the interface the general public see being a cut down version of a more complex system used internally by emergency staff. But because many more people will use the public interface it needs to be optimised for efficiency.

Volunteer flood mapping for Queensland

The MAPS mapping volunteers have posted an interesting report on their work mapping the Queensland floods:

... RCQ created a project that involved volunteers from GISCorps and MAPS. This project produced a number of documents which outlined possible scenarios, hardware and software requirements, etc. The GISCorp volunteers also focused on mapping the capacisty of RCQ Emergency Services in the pre emergency period.

During December 2010 the rain really started falling and on the 29th MAPS recieved a call for assistance. ...

Flood affected archives and libraries

The Australian Library and Information Association (ALIA) has complied a List of libraries in flood affected areas for the recent Queensland and Victorian floods. The Australian Society of Archivists (ASA) is compiling a similar Register of Disaster Affected Archives. The Register will be used by Blue Shield Australia with helping save cultural heritage. Organisations are asked to send details of affected archives.

Disaster Preparedness for Cultural Institutions

The Queensland Disaster Information Network (Q-DIS) is sharing information on disaster preparedness and planning for museums, which is relevant to the floods in Queensland.

Preparing IT systems for flooding and other disasters

Stilgherrian interviewed me on Sunday for his Patch Monday podcast "Flood-proofing your business IT" (17
"The floods in Queensland and now further south in Australia are a reminder that natural disasters can strike even in rich, technologically advanced nations. Data backups are essential, but business continuity planning also needs to cover communications links, the computers themselves, documentation, premises and, of course, the human factor. ..."

Inquiry into Queensland floods

The Premier of Queensland, Anna Bligh, announced a Commission of Inquiry unto Queensland’s January floods. This will be headed by Justice Cate Holmes, with former Queensland Police Commissioner Jim O’Sullivan, and Phil Cummins, chairman of the International Commission on Large Dams. It will look at preparation and planning, performance of private insurers, equipment and communications, forecasts and early warning systems.

Available are a media release "Premier establishes Commission of Inquiry into flood disaster"and "Terms of Reference":
TERMS OF REFERENCE

The Commission’s Terms of Reference will require the Commission to deliver:
  • an interim report by 1 August 2011 (on matters associated with flood preparedness to enable early recommendations to be implemented before next summer’s wet season); and
  • its final report by 17 January 2012
The Commission will be asked to inquire into and report on:
  • The preparation and planning by federal, State and local governments; emergency services and the community for the 2010/2011 floods in Queensland.
  • The performance of private insurers in meeting their claims responsibilities.
  • All aspects of the response to the 2010/2011 flood events, particularly measures taken to inform the community and measures to protect life and private and public property, including:
    • immediate management, response and recovery;
    • resourcing, overall coordination and deployment of personnel and equipment;
    • adequacy of equipment and communications systems; and
    • the adequacy of the community’s response.
  • The measures to manage the supply of essential services such as power, water and communications during the 2010/2011 flood events
  • Adequacy of forecasts and early warning systems particularly as they related to the flooding events in Toowoomba, and the Lockyer and Brisbane Valleys.
  • Implementation of the systems operation plans for dams across the state and in particular the Wivenhoe and Somerset release strategy and an assessment of compliance with, and the suitability of the operational procedures relating to flood mitigation and dam safety.
  • All aspects of land use planning through local and regional planning systems to minimise infrastructure and property impacts from floods.
  • In undertaking its inquiries, the Commission is required to:
    • Take into account the regional and geographic differences across affected communities.
    • Seek public submissions and hold public hearings in affected communities.
  • The Commission of Inquiry is also required to make recommendations which it considers appropriate, feasible and cost effective to improve:
    • The preparation and planning for future flood threats and risks, in particular the prevention of the loss of life.
    • The emergency response in natural disaster events.
    • Any legislative changes needed to better protect life and property in natural disaster events.

Australian IT Flood Relief Program

A group of people from the IT industry have set up "Queensland IT Flood Relief Program" to provide free second hand computers to organisations which lost equipment in the January 2011 Queensland floods. They are asking for donations of PCs, printers, servers, from across Australia. They will service and distribute them.

This appears similar to the work of the Australian Computer Society (ACS) PC Recycling Scheme and the Anne Mac Rae Technology Scheme (AMTRS) by the Deaf Society and TAD NSW. Running such schemes is now simple. Disks must be cleaned of old data and licensing of software installed checked. Both the deaf society and ACS schemes charge a small fee for the computers (partly so that the people who get them appreciate what they are getting). The Queensland scheme is addressing organisations, including for-profit ones, whereas such schemes are usually for individuals and not-for-profit organisations.

One point which business need to consider before re-equipping is how to re-equip and where. It might be prudent to place servers in a less flood prone location. One option is to use a "cloud" service. The business may decide to have no data stored locally and just have some computers with network for accessing the remote service (allowing for the risks for cloud computing).

Solar panels off grid emergency power

In "Adapt solar panels for off grid power in Queensland floods" I asked if it would be possible to adapt the solar panels typically placed on homes for use when the mains power fails. These systems are normally designed to synchronise with the mains power and have no battery backup, so when the grid power fails, the solar array switches off. It should be feasible to use one panel in the array with a battery to supply a small amount of emergency power. Retailers such as Jaycar Electronics (and Altronics) sell Solar Charging Controllers starting from $50, plus batteries and inverters.

A simpler solution would be Jaycar Electronics Self Contained Solar Lighting System for $179. This has a 10W solar panel (with built in battery regulator), a 12V 8Ah sealed lead acid battery, a 12 volt 5W compact fluorescent lamp and two1W LED lamps. To that might be added a 12V car cigarette lighter socket so that 12 volt devices could be powered, such as a USB power adaptor for charging phones. A small 230VAC Inverter could be plugged in, but would not run for long from the battery. Also by limiting the system to low voltage, the safety is enhanced.

National Relay Service Limited by Floods

The National Relay Service has advised of interruptions to relay services that its service for connecting people with hearing or speech impairments by phone has reduced operating capacity due to the Queensland floods and is giving priority to emergency calls. The service is based in Brisbane and so this is effecting calls nationwide. ACMA have issued a media release ("Floods disrupt National Relay Service", 2/2011 – 12 January2011), including a version in Australian Sign Language (Auslan).
